The Houthi militia imposes absolute control over the Parliament of Sana'a

With the exception of Yahya al-Ra'i and a few remaining members of Parliament in Sana'a from the General People's Congress bloc, there is no longer a voice that can speak within the state institutions that are subject to the Houthi militia, in Sana'a, about his being a member of the General People's Congress or his presence in his position as a result of being a congressman.

Although the conference leaderships in Sanaa made many concessions and free services to the Houthi militia, the latter is trying to confiscate the last conference voice represented by the members and the speaker of the parliament that is already under their control and is administered according to their directions.

Houthi blackmail of absolute control over Parliament

 At the beginning of last November, the parliament subject to the Houthi militia in Sana'a was supposed to hold a session to elect a new presidency in accordance with a democratic voting process by the members within the council, which was witnessed in the session on Saturday, the seventh of November 2020, in which the conference leader, Yahya Al-Ra'i, was elected president of the council, while he was elected Each of the leader of the conference, Akram Atiyah, as a deputy, the leader of the Houthi militia, Abdulsalam Hashal as a deputy, and the deputy allied with the Houthis Abdo Bishr as a third deputy.

The elections that took place inside the hall that day, according to a secret voting process, angered the Houthi militia, which was planning to control the three deputies of the president, so it rejected its results and threatened to disrupt the sessions of the Council, and its threats reached leaks through its media outlets that the head of the so-called political council, Mahdi Al-Mashat, will issue a decision To freeze and dissolve Parliament in preparation for new elections.

The Saba Agency, which is under the control of the Houthi militia, refused on that day to publish the news about the council and the election results, as part of the Houthi pressures that took place and aimed to reject the results of the elections, which led to holding meetings that brought together militia leaders with the leaders of the conference in Sanaa with the aim of resolving differences, as these meetings resulted in an agreement on Repeating the election session for the parliament’s representatives, which was actually done in the session on the seventeenth of November, when the representative of the Houthi militia, Abd al-Rahman Hussein al-Jamaa, was imposed as a third deputy to the speaker, although the last of the deputies who were elected in supplementary elections were held under the supervision of the Houthi militia as an alternative for deceased MPs.

The session was preceded by the announcement of the Houthi militias, and through the Saba Agency under their control, in a brief news that was published on the eleventh of November that the House of Representatives had chosen Sheikh Yahya Al-Rai as the speaker of the Council by consensus between the General People's Congress and the Houthi militias. Parliamentary sources revealed to NewsYemen that leaders in the Houthi militia, headed by Mahdi Al-Mashat, head of the so-called political council, and a member of the council, Muhammad Ali Al-Houthi, told Yahya Al-Ra'i that his position as head of the council would be subject to discussion in case he did not accept a review of the council’s general secretariat structure.

The two conference leaders, Abdullah Ahmad Soufan and Ahmed Muhammad Al-Khawi, held the positions of Secretary-General and Assistant Secretary-General of the Council, and due to the health conditions of the Secretary-General Abdullah Soufan, the Speaker of the Council, Yahya Al-Rai, assigned the Deputy Al-Mutamari Ahmed Al-Nuwaira to carry out the work of the Secretary-General, a matter that angered the Houthi militia and was a cause for differences between Al-Nuwaira and the Vice-Chairman of the Houthi Leadership Council, Abd al-Salam Hashal, who issued directives to the Council’s Finance Department not to implement any directives issued by Al-Nuwaira unless they obtain his approval and signature.

Last August, the Houthi militia appointed Dr. Rashad Al-Rasas as Secretary General of the House of Representatives by a decision of the head of the so-called Political Council, Mahdi Al-Mashat.

According to parliamentary sources who spoke to NewsYemen, the appointment of Lead as Secretary General of the Council was nominated by Yahya Al-Ra’i, who was nominated alongside Abdul Rahman Muhammad Ali Muhammad Al-Mansour as Assistant Secretary-General of the House of Representatives at that time, but the Houthi militia was satisfied with issuing a decision to appoint Lead and delaying the decision to appoint Al-Mansour so that it did not show its pursuit of the Houthis. General Secretariat.


Parliamentary sources said that Dr. Rashad Al-Rasas, although he was one of the leaders of the conference and held the position of Minister for Legal Affairs in the government of the General People's Congress during the rule of President Ali Abdullah Saleh, but he was one of the leaders who joined the Houthi militia in order to achieve their personal interests, evidenced by the practice of lead In his position as Secretary-General of the House of Representatives, arbitrary measures against any conference are a kind of proof of loyalty to the militias.

Although the House of Representatives’s bylaw requires that the Secretary-General and the Assistant Secretary-General be nominated to the Council by putting their names to the Parliament Chamber for a vote on them, the Houthi militia overruled the list and proceeded to complete the General Secretariat of the House of Representatives by appointing Abdul-Rahman Al-Mansour as Assistant Secretary General to the Council by a decision of its political council on Sunday Corresponding to December 20, 2020 after he had started his work in this position two months ago.

Abdulrahman Al-Mansour held the position of Director of the Office of the Vice President of the Council, Himyrar Al-Ahmar, then Director of the Office of the Houthi Leader and Deputy Chairman of the Council Abdul Salam Hashal, in addition to being an advisor to the Council's Presidency.

Parliamentary sources indicated that the appointment of Al-Mansour completed the cycle of absolute control imposed by the militias on the House of Representatives, whereby all administrative and financial procedures are under their control, especially since Al-Mansour is known for his hard-line stances against all those who oppose the Houthi militia.
