A high-ranking official in the finance office in Shabwa governorate, southeastern Yemen, uncovered legal violations and corruption operations practiced by Governor Muhammad Saleh Adiou, affiliated with the Islah Party, the Yemeni branch of the Brotherhood.

Ahmed Al-Hamed, director of finance in Ataq, the provincial capital, confirmed that the governor, Bin Adiou, had given billions of riyals in contracts, by direct order, and without formal bidding in accordance with Yemeni law.

In a message posted on his Facebook account he indicated that Yemeni law provides for a tender for any amount in excess of three million riyals, while the Brotherhood governor canceled official tenders and gave contractors projects direct order.

Al-Hamed said that the governor had previously stated that he would conduct a tender to collect qat taxes, which is one of the most important resources of the local authority in Shabwa, so that the qat collection contract is granted to whoever makes the best offer. 3 million riyals, and gives billions of riyals contracting by direct commissioning, in a major violation of the tenders law.

He mentioned that on Thursday he met one of the khat suppliers named Muhammad Abdullah Al-Bahri, and he informed him that the total amount collected from khat taxes in the emancipation of 18 is eighteen million riyals per day.

According to the official in Shabwa Finance, the qat tax revenues that are collected in Ataq alone amount to 540 million riyals per month, and not a single riyal is transferred to the local authority account.

He revealed that the last amount of money in the local authority account was last May, seven months ago.

He pointed out that he had hoped for the appointment of "Ibn Adeo" as governor of Shabwa, and "we were waiting for a lot from you according to your promises to us, as I remember a word of you in the office of the director general of Ataq Directorate Sheikh Ali Muhammad Amer."

Ataq Finance Director concluded his letter addressing the governor: "If you know about this plundering of public money, this does not absolve you of your responsibility before God and before the people and the state.
