Marib, NewsYemen, Exclusive:

The Governor of Ma'rib, Major General Sultan Al-Arada, called on youth in various Yemeni governorates to recruit and go to camps to defend the city of Marib, raising real concerns about the seriousness of the military situation around the city.

The call came in a meeting that brought together the leaders of the local authority in the governorate, the president of the University of Sheba region, and the deputy minister of education, Dr. Ali Al-Abab, in which Al-Arada delivered a speech in which he called on youth in various Yemeni governorates to recruit and go to the camps to participate in the confrontations.

Al-Arada confirmed that this call comes in coordination with the legitimate leadership, indicating that there are implementation steps for that, including the meeting with the leadership of the Ministry of Defense.

The governor of Ma'rib tried to reduce the fear of this call by emphasizing the impossibility of the Houthi militia reaching the city of Marib, and said that it is "good and invulnerable" and that it is "far from the stars of the sky" for the Houthi militia.

The reactions of locals, followers and activists on social media about the governor's call for recruitment were unanimously agreed on considering it an implicit declaration of the end of the role of the "national army" on the confrontation ground, and that the greatest burden of confrontation is on the shoulders of the governorate's tribes and their sons.

The call for the upholstery to defend Marib comes despite the presence of three military zones belonging to the legitimacy of the Marib and Al-Jawf fronts, which are the third, sixth and seventh, and include, according to the disclosures, dozens of brigades and more than 100 thousand soldiers and officers.

These three military regions lost most of their geographical areas that they had controlled since the beginning of the war in 2015, despite their small number. Indeed, two of them fell into the hands of the Houthi militia, as happened with the headquarters of the seventh region, which was stationed in the Nihm front and all its sites fell, and the region’s headquarters also fell. The sixth is in Hazm Al-Jawf, and all its camps, with the exception of Al-Khanjar camp and scattered doors, fell in Al-Jawf desert

While the headquarters of the third region remains in Marib, which is also the headquarters of the Ministry of Defense and the headquarters of military meetings, the last meeting held by the Minister of Defense with the Chief of Staff confirmed that the headquarters is under fire from the Houthi militia and is not suitable for holding meetings in it.

The photo, which was published by the army media, revealed that the meeting was held last Wednesday, in a newly constructed and underground room that resembles a "basement" for fear of being targeted.

Al-Arada's call for upholstery was preceded by organized Brotherhood campaigns attacking the Arab coalition and accusing it of failing the "national army" in the battle of Ma'rib, and not providing it with the necessary capabilities.

The Brotherhood’s campaigns also focused on directing its attack on the government and the Central Bank in Aden, accusing them of failing the army in Marib by not paying the salaries of its members for more than a year.

This attack prompted the Central Bank of Aden to defend itself and clarify the issue of non-payment of the salaries of the legitimate army, through a statement by a source in the bank published by the daily Al-Ayyam newspaper late last week.

The source revealed that the administration of the Central Bank of Yemen in Aden is under great pressure from influential forces in the military and security institutions these days, to push the bank to disburse salaries and operating expenses to the ministries of defense and interior in any way.

The sources said that the leadership of the ministries of defense and interior pressures the central bank to disburse salaries and other expenditures for two ministries, including feeding, with a total of more than 40 billion per month, by spending them overtly, without resources.

Noting that this comes with the refusal of the ministries of interior and defense of the bank’s demands to control the lists of its members, as well as the adoption of the exchange mechanism directly to the soldier, stressing that the leadership of the two ministries repeatedly pledges to implement the demands of the bank’s management, but upon implementation it evades and is not implemented.

The source revealed that the bank’s leadership has repeatedly emphasized in its recommendations to the government that it is necessary and important to control the lists of members of the army and security institution, and to eliminate the cases of duplication in those lists, and to commit to a mechanism that ensures that salaries and dues reach the beneficiaries directly, and to return the refunds from the amounts not received to the Central Bank of Yemen, since These corrective measures will help reduce a fair amount of overhead.

In the midst of this debate, activists recently revealed a pledge made by the Arab coalition to legitimacy at the beginning of the war in March 2015, to pay remunerative salaries for the army and security in the liberated areas in exchange for commitment to transparency and agreement on a clear mechanism that prevents the presence of fake names.

Noting that the issue did not last more than two months, as the coalition paid remunerative salaries to the army and resistance forces in Marib, and it was stopped after the legitimacy doubled the numbers by submitting lists containing thousands of fictitious names, which was rejected by the Arab coalition, as the legitimacy subsequently failed to adhere to their salaries.

In confirmation of this, an official document of the Governor of Socotra, the Brotherhood, Ramzi Mahrous, revealed severe annoyance by the Brotherhood against a committee commissioned by the Arab coalition to apply the fingerprint on the members of the armed and security forces on the island.

Mahrous, in the document, instructed the leaders of the brigades and the military and security units not to deal with the committee, claiming that it was "impersonated", illegal and sent by the Emirates.

The Brotherhood governor also claimed that the committee’s procedures are carried out without coordination with the legitimate military and security authorities, indicating that they are considered part of the coup measures against the legitimate state.

He warned that the committee "seeks to obtain military and security information, as it seeks to subjugate and control individuals without right or law."

This Brotherhood annoyance with the coalition committee revealed the group’s concerns about the disclosure of the fake names that the group planted in the army and security lists on the island during the last period, as part of the policy of tampering and corruption that it has practiced against the army and security institutions since the beginning of the war.
