The German government said it raised 275 million euros in 2019 to provide the technical means to accelerate implementation of the Stockholm agreements, December 2018, reached between the legitimate government and the Iranian-backed Houthi militia.

In Berlin in January 2019, the Peace Support Facility Fund in Yemen was created - at the invitation of German Foreign Minister Heiko Maas, to accelerate the implementation of the agreements, build public support for the peace process and motivate the parties to the agreement to increase their participation in the peace process.

Priorities for the disbursement of support funds for the Peace Support Fund in Yemen are identified by the United Nations Special Envoy, the parties to the conflict and the United Nations Resident Coordinator, who implement these interventions according to the United Nations Development Program.

But the German Foreign Ministry announced in a report published on its official website, on December 19, that the first measures to rebuild the ports in and near Hodeidah had already been funded from donor pledges to the Peace Support Facility Fund in Yemen.

The Stockholm Agreement for Military Truce in the City of Hodeidah, which came into effect on December 18, 2018, provides for the withdrawal of the Houthi militia from the city of Hodeidah and its main port, and the adjacent Salif and Ras Issa ports, but the Houthi militia is still in control of it today.

Houthi militia continues to plunder revenue from Hodeidah and Al Salif port, boasting of the city and its ports and international airport, digging tunnels and blocking roads; and has developed new military sites and fortifications, in an escalation confirming the reality of the militias and evading them from implementing any agreement or commitment they made.
